PETITIONS 

By Royce and Deborah Middendorf, 1624 S. 36th St., requesting consideration for approval of a one-lot subdivision of property located at 1610 South 36th, under the “small tracts” provision of the subdivision ordinance presently zoned R1A and RS. 

By the City of Quincy requesting consideration for zoning changes from R2 to R1C on the following properties: 1639 N. 5th, 1633 N. 5th, 1631 N. 5th, 1629 N. 5th, 1627 N. 5th, 1625 N. 5th, 1623 N. 5th, 1621 N. 5th, 1617 N. 5th, 1615 N. 5th, 1613 N. 5th, 1636 N. 5th and 1638 N. 5th 

By The New Hampshire Bar LLC, 1000 Hampshire, requesting permission to close 10th Street between Maine and Hampshire to hold an outdoor, one-day event on the street adjacent to their establishment, on July 31st starting at 1:00 p.m. to 10:00 p.m..  They are asking the council to waive Section 18.030 (sell outside); Section 18.039(2) (Consumption of alcohol) and Section 18.039(4) (alcohol leave premises) with proper permits being obtained. 

By Salvation Army requesting permission to close Vermont, 4th to 5th, while barring through vehicle traffic from the west, 4th onto Vermont on September 18th  from 8:00 a.m. to 7:00 p.m. for the grand opening of The Salvation Army’s Kroc Center.  They would staff this area to further ensure the safety of drivers and pedestrians, and they would welcome any assistance the City of Quincy would like to provide. 

A revocable permit application for encroachment of City right-of-way by Johnny Bang Bangs, 138 N. Front Street, and requesting permission to place tables and chairs on City owned sidewalk outside of the business for the purpose of serving food and alcoholic beverages during normal business hours. The City Engineer presents this request subject to eight conditions. 

MONTHLY REPORTS 

PUBLIC FORUM 

REPORTS OF TRAFFIC COMMISSION 

Recommending the speed limit on North 12th Street between Westwood Drive and Koch’s Lane be increased from 30 mph to 35 mph. 

Recommending Craig Industries, 401 Delaware, be given temporarily permission to block traffic flow on South 4th Street between Delaware and Payson Avenue at various times for truck loading and unloading subject to four conditions. 

Recommending that a “Fire Lane-No Parking” zone be established by painting the curb yellow and proper signage on the south side of Chestnut between 18th and 20th. 
 
 
 
 
 
 
 

RESOLUTIONS 

Purchasing Director and Utilities Director recommending approval of the low bid of West Roofing Systems, Inc., LaGrange, OH in the amount of $148,000 for spray on polyurethane foam insulating roofing system for various roof structures located at the water/wastewater treatment plants. 

Airport Manager, Human Resource Director and Purchasing Director recommending approval of the quote of Cason, Huff and Schlueter, Inc. for the airport general commercial liability insurance in the amount of $8,855 for period of 8/1/2011 through 7/31/2012. 

Chief of Police, Police Aldermanic Committee, Purchasing Director and Director of Administrative Services recommending normal bidding requirements be waived and the purchase of a police work dog from Logan Haus Kennels, West Virginia, be approved up to $8,500 with this being funded by the Police Benevolent and Protective Association.

more than to never see a certain person's name on any deed in the entire city. The only thing worse than an idiot is an idiot with money.

Be that as it may, they do make a very valid point regarding the impact of that vote on the entire program. Politics is nothing more than sport and when someone jukes so bad it leaves you with your shorts around your ankles, you should just tip your hat and tell them it was nicely played.

First off, the City has been very...selective...about who gets the fix or flatten treatment.

And then abolishing the program over one vote? Please.

Tough to say progress wasn't made on the Paper Box building when progress was made, even though it may not have suited some.

Surely, the City doesn't have an ulterior motive here...

I agree on all accounts. They need to step up and admit when they are wrong. I don't think any of them intended their vote to be a referendum on the whole fix or flatten program but it looks like in this case John and Chuck (probably corp council) out flanked them.

Fix or flatten has been a good tool in keeping our city from becoming Hannibal

Let's hope that a few brave council members bring up the Fix-or-Flatten/Paper-Box issue for reconsideration. Their action last week was short-sighted, ill-considered and, in the long run, detrimental for the city.
